§ 74-1. General powers.

The department of public works established by charter shall have vested in it all powers provided by state law, the city charter and this chapter to provide for the removal and disposal of solid waste and recyclable materials accumulated or stored in the city and to enforce the terms, provisions and penalties of this chapter. The director of public works shall prepare and file a solid waste management plan as required by law.
